Almost no way, without losing CPU's or mobo's integrity. To make voltage lower - you need hardware changes. If you are not afraid of some cutting and soldering - you can do it, otherwise - you'd better change either CPU or its cooler.
PS A lot of overclocking fans are dreaming about getting a real XP-Mobile...
PPS Almost forgot - mobile CPUs on desktop boards show that they are getting 2.00V. That's just a monitoring glitch, not a real value.
